why is my real player DSL connection working at 28.8 Kbps

1. Depends on what the source is streaming at

28.8 is pretty common for streamers using Real's format.

Remember, the higher the stream rate, the more expensive it is for the streamer. But RA files tend to sound pretty decent at lower speeds, compared to other formats.

The 1.5 you selected is the maximum, and likely for video streams. I know of no audio that fast.
