The only exception is if you have pets or small children that will unroll the whole damn thing if you hang it over.

Otherwise -- it goes over. It looks better, it's easier to reach, and commercial large-capacity dispensers will usually only load that way anyway.

I think that toilet tissue should come in pop-up containers. Single-sheet dispensers like a small tissue box... only it's regular sized TP squares and not facial tissue size.

You can just yank it, and get exactly the proper amount you need, tear it off, and it doesn't leave a big tail of paper hanging from the roll.
