When he was CEO of Halliburton, he frequently spoke up against sanctions, particularly unilateral sanctions, because they hurt his company's bottom line. He couldn't sell oil equipment to embargoed countries (not easily or legally anyway). He was worried that if we didn't oust Saddam, pressure was building to end the sanctions. If Saddam could freely choose which companies were allowed to help him rebuild, he sure as shit wouldn't have chosen HAL what with Dickie as CEO. And for that matter, no American company need have bothered applying.
