Can I sue a homeowner's Association for emotional distress?
I couldn't find any forum for a legal matter so I'm coming to the Lounge! We probably couldn't start a legal forum for liability purposes here anyways, but boy, we could really use a legal resource library.

I'm only being half funny. I do have a serious problem which I really hope will resolve itself, but after several years, I don't see that happening. I do have a little bit of legal background and can do my own research if I can get to the right source. I'm interested in both civil & criminal, primary & secondary sources. Most importantly, where do I look to get more information to determine when civil misbehavior can result in criminal prosecution?
