How early can one politely vacuum?
I'm in the mood to clean. (I live in an apartment.)

1. I'd say 9am would be "polite", however.....
....one might want to keep in mind that you can never be sure that one of your neighbors isn't working the graveyard shift. I am, and I go to bed about 9 am. But I live in a house.

9. I don't love it.
I can put it off for a bit. I only have an area rug. The rest is hardwood.

4. if you were my mother...
and i was still in high school, sleeping off a friday or saturday night bender...

6:00 AM was a perfectly acceptable time to start vacuuming, loudly, banging the vacuum against the walls.

6. Depends on where their bedroom in relationship to the rest of the place
I'm fortunate with my apartment complex that the bedrooms are all in the same location (on top of each other). The way the apartment is setup - someone could have a massive party in the place above or below me and I'll never hear it as long as they keep the noise in the living room part of the apartment.

So you could probably get away with vacuuming now anywhere that isn't the bedroom. It's a good thing with how the noise doesn't carry because I start juicing first thing in the morning and that juicer is loud

7. You want honesty, right?

I would hate you for life if you vacuumed this early near me. Sorry, that's just the way I react if I get woke up. If you wait until after at least 11:00 a.m., even I can handle it better. And I'm the grumpiest night owl (in the day time) that has ever existed on the face of this planet.
