They built new schools in Atlanta without playgrounds nearly a decade ago, but then again, some schools in Georgia start regular year in July. They gave us (this was about 10 years ago) two 15 minute periods of recess a day in the morning and afternoon (whenever it wasn't taken away as punishment.)
