What about the wind chill factor?

So they made up this "heat index" thing so that they can say that hot temperatures are hotter than they really are. "90 feels like 105" "95 feels like 110" etc. They are apparently adjusting the quoted temperatures for some alien race which comes from a planet with no water since it is the humidity that allegedly makes it feel like 105 or whatever three digit number. What the heck does that mean? 95 with humidity feels like 105 with what? no humidity? There is always humidity, at least on planet Earth.

Conversely, when it is cold and they want to say it is colder than it really is they use the "wind chill factor." The wind chill factor is "the perceived temperature on exposed skin" so just in case you plan on going streaking when it is 14-degrees outside, the weatherman will tell you what it will feel like to go out there naked.

So why not apply the wind chill during the summer? When there really is exposed skin? Common sense would tell you that a breeze makes it feel cooler. Could it be that they simply want to exaggerate on both ends of the temperature spectrum.....hmmmmmmmmm.
