And it looks like several people have wet hair which may mean people were in the water. I don't know but nitpicking about what people are (or aren't) wearing in a media photo of a sad event seems a bit petty.

life...maybe it was at a beach he used to go to as a kid, and people wanted to remember those times.

they all ran into the water at the conclusion of the service. Ledger's dad said, "that is what Heath would have wanted."
