2. Do you own a megaphone? I found mine really helpful when my
neighbor, who's since moved away, had a particularly yippy dog. I stood on the easement in front of her house and "barked" for about 5 minutes. She started leaving Yippy outside petitioning entrance a sight less after that.

It was actually part of a campaign to drive her from the neighborhood. Her father was a convicted pedophile who came to her house in the afternoon when she was babysitting several kids. The barking was annoying, but putting a stop to it was a two pronged assault with ulterior motives.
Assuming your city/town has a ordinance against dog barking. Most cities in the US have this ordinance. Call the police and make sure they cite her. You may have to go to court, but after she pays $200 a few times, she will get the point.
Well in my city we can only send a cop out to ask the owners to shut it up, but then you could contact animal control and they would have to survey the area for about a week to get proof that the dog is continuously barking and then the owners can be ticketed. Its kinda of pointless LOL Is that what you were getting at, hypothetically? LOL
