That is absorbed into the skin after a given period of time, or will disappear if exposed to x-rays or ultrasonic frequencies or something.

Legislate that ONLY that type of ink can be used on the face, neck or below the wrists or a tattooist will face jail time. Give the ink away free.

It won't stop idiots like this from going to other countries to get tattooed, or DIY in prison or wherever. But maybe folks would think twice before getting these life-ruiners.

Of course, if it was reversible, you'd see even STUPIDER shit tattooed all over people. But at least it would be reversible.
