7. I believe that's all guitars, but they were going for a bagpipe sound
Can't remember if that song came out before "Big Country" or after, but they both tried to do about the same thing with the psuedo-bagpipe guitar sound.

15. Yeah, that makes sense
Should have guessed that, since I've seen guitarists use the eBow for that effect before,

8. Wild Cherry Cover in the I believe direct-to-DVD film American Pie 4

This is used in the movie to show that Matt Stifler, brother of Steve, has the chops to really be a part of band camp, not an awkward outsider. It's a "bigger" moment cinematically in context.

This, I believe, was the last of the watchable movies of the "American Pie" franchise, which eventually got down to the enmity between jocks and little people and stopped feeling so much genuine, as, an excuse to show boobies. As with many "National Lampoon" joints, I can only recommend them to people who like to watch other people being degraded on film whilst they are personally drinking heavily and on the verge of a drunk dial or unfortunate Facebook comment.

Or at least, that's how I watch those movies.

21. Nope, that's a guitar.
The song featured heavily engineered guitar playing, strongly reminiscent of bagpipes; Adamson and fellow guitarist, Watson, achieved this through the use of the MXR Pitch Transposer 129 Guitar Effect. Also contributing to the band's unique sound was their early virtuoso use of the e-bow, a device which allows a guitar to sound more like strings or synthesizer.

26. During a concert of Madonna's she had a bagpiper doing russian Kosas dips
all the while he was on a conveyor belt while playing the hell out of his pipes. It was quite the juxtaposition of things. She must have the most incredible choreographer.
