1. Hemostat time
The ejector could be broken or worn out. You can just pull them out (assuming it's electronically safe to remove - powered down) provided you can get a grip on the card (tweezers, hemostats). You can tape a tag to the card to help removal in the future if the ejector is broken.

3. If it jams, force it; if it breaks it need fixing anyway
The only thing that holds in a PCMCIA card are the pins. Granted, this retention force can be substantial when multiplied by 68 pins (which explains the presence of the ejector to give mechanical advantage) but if you pull it straight out it should come along.

Done it before. Don't expect to do it again, since I don't see much PCMCIA anymore, and figure it is a tech that will be ending soon enough.
