A Semi-boneless ham has had the shank bone removed so that the ham is easier to carve, especially in that 'spiral' fashion so popular. But it has one center bone, the leg bone, left in the ham to enhance the flavour and provide an anchor for the carving.

So when they say "semi-boneless" they mean they've taken out all but one strategically important bone and that the ham in question could conceivably be spiral-sliced without a great deal of fuss and nonsense.
