1. If I was the dogs lawyer, I'd argue that the owner is the one responsible for their dog eating trash

2. Would you make the owner wear a sign?
What would it say? "My trash management skills have been found lacking"? I like, "I don't even bother to recycle, but still think it is my dog who is the slob".

3. Yes but it would say something much different.

4. Care to elaborate?
The use of humiliation as a punishment is hostile and cruel, so I like that you would go after the owner.

5. ...
"too lazy to provide mental stimulation, training and exercise to my dog" is what it would say.

6. That works, because any lesson learned will surely be forgotten when he smells . . .
spaghetti in the trash.

7. Dogs aren't born knowing rummaging through the trash is frowned upon.
They have to be taught what is acceptable behavior. They also need plenty of exercise and mental stimulation so they're basically spending most of their alone time sleeping and not getting in to trouble. That looks like a Rough collie in the picture. They're one of the easiest breeds for training and require comparatively little exercise. There are no excuses when it comes to rough collie.

8. Now I really feel sorry for the dog
The owners are too busy making fun of him to learn his nature and treat him accordingly. Too bad he can't hire you. I have to think this is an old photo; really, who doesn't recycle these days?

10. When the other dogs read that, they'll just be jealous ...
... and the owners will be embarrassed.
