Print out a bunch of absentee ballot applications and leave them in the coffee room, the cafeteria, the bulletin board, or wherever people will see them. While campaigning for Kerry may be frowned on, I would be willing to bet no one would challenge a neutral get-out-the-vote action like this.
It might be wise to note: "Please take if needed" because in some states you need a reason to vote absentee.
To increase response, it might also help to include the fax number on the note: Fax to 301-627-4889 (PG County) or 240-777-8560 (Montgomery County).
Is this a common thing? I've never seen it, but it just occurred to me because I'm applying for an absentee ballot for the first time. What do you think?

To get an absentee application for Maryland, a pdf file is located at:
http://www.elections.state.md.us/pdf/application_for_absentee_ballot.pdfDon't know of a site for other states, but I don't believe they would be difficult to find.
