This is not the Democrat Bill, it's the real Bush readiness option memo on the draft.

In May, the Seattle Post Intelligencer published an article about a document they received through the Freedom of Information Act. It was revealed that the SSS is currently “designing procedures” for the implementation of a “Skills Draft” after holding a top-level meeting on it with Deputy Undersecretaries at the Defense Department. This draft would change the very mission of the Selective Service and require “virtually every young American”, male and female ages 18-34, to register for the Skills Draft and list all the occupations they are proficient in to fill labor shortages throughout nearly the entire government.

Here, for the first time, is the FOI document itself:

This document is real, having been acknowledged by the DoD and the SSS when they said no action is being taken on it at the present time, as reported:

Although Congress would have to approve new legislation to create a Skills Draft or reinstate the combat draft, Family Circle reported in its July 13 issue that Karl Rove has polled GOP members of Congress in September 2002 to see if they would support the President if he requests reinstatement. The Republicans said they would vote for the draft.

In addition, the SSS itself has said that it is “designing procedures” (Seattle PI, May 1, 2004) to implement the skills draft, meaning designing the compliance cards and the data fields needed to keep track of “virtually every young American” and their skills. Acting Director of the SSS Brodsky has also said the Skills Draft is the “top priority” of the Selective Service for 2004. The Issue Paper options include:

- Allow a non-combat draft for shortages in critical skills, without calling a combat draft.

- Fill labor shortages of all kinds throughout not only DoD but the Dept. of Homeland Security and other agencies, especially high-paying professionals like computer networking specialist or linguist.

- Create a single-point, all-inclusive database, in which every young person would be forced to send in a “self-declaration” of all of their critical skills, chosen from a long list of occupations like the Armed Forces Specialty Code. The usual penalties of imprisonment and/or a $250,000 fine would apply to all non-registrants.

In the secret planning meeting document, the next steps strongly recommended by SSS Acting Director Brodsky were:

1. “Promptly” redefine the SSS Mission to draft men and women up to age 34 for skills, and deliver them within 90 days or sooner to the Department of Defense. Program a massive database to be ready to enter millions of names of those registering their critical skills.

2. Expand mission to deliver personnel in skills draft to the Department of Homeland Security and other agencies, including FEMA, NSC, Border Patrol, INS, Customs, Corporation for National Service, Public Health Service and other agencies.

3. Form interagency task force to provide Administration with recommendation on this skills draft for the entire government.

4. Obtain White House Statement of Administration Policy on the future of the SSS.

5. Be prepared to market the skills draft, raising the non-combat age to 34 and the drafting of women to the Armed Services and Appropriations Committee.

most people have not read the 8/6/2001 PDB. i created a postcard size version.



Please print and distribute the image above. High res version for printing available below. Put them on car windows. Hand them out on street corners. We don't need TV buys to get some attention on this issue. We have to undermine Bush's perceived strength. We all are potential disseminators of printed media. We do not need a newspapers permission or lots of money for TV commercials. We need viral grass roots marketing. We need to create a buzz. If we create a buzz with massive distribution of printed ads we will get media coverage. If these start miraculously appearing and no one knows where they are coming from it will start to get media attention. now someone create a Condi ad and an Ashcroft.

Bush admin. INCOMPETENCE is key to undermining his strength.

49. Pamphleteering in small towns
In small towns, pamphleteers have to be imaginative. There isn't enough pedestrian traffic to merit standing on street corners, and standing outside of Wal-Mart will get you chased off. So here's my method: I prepare ahead of time by folding fliers with blank side out so no message is visible. This makes it appear to be a private note and is less likely to arouse suspicion. People don't like to be approached by strangers and feel put upon if you offer a flyer. Lots will just avoid you. Not very effective, IMO. So I use Magic tape (doesn't leave residue and is very strong) to tape folded flyers to the driver's side window, not the windshield. It pisses folks off to have to get out of the car to remove a flyer if they failed to spot it before getting in. Also, I tape the flyer ahead of time to make the operation as swift and incongruous as possible. For most parking lots, I don't risk more than five or so, then move on. Target sedans and vans. SUVs and huge pickups are likely Bush supporters, and no need to rile them. Lot managers will get suspicious if they see rows of notes, so I pass through diagonally and separate my "hits." The same thing works on Apartment doors. Blank notes look like messages from management. Keep moving, don't worry about "blanketing" any one spot and just set a goal for getting out a set number in small increments.

If I understand, the intention is to have a thread for each subject, where anyone can post print materials (ads, flyers, etc.), so a thread called something like Ads, Flyers: Tax Cut would have materials relating only to tax cuts?

Again, being a newbie, I may need a little help on this. Is is possible to control the threads so that it would be easy to find something like: Flyers: Iraq in a specific section, instead of going through pages of posts?

Section 215: Access to Records Under Foreign Intelligence Security Act (FISA)

Allows an FBI agent to obtain a search warrant for “any tangible thing,” which can include books, records, papers, floppy disks, data tapes, and computers with hard drives.

Permits the FBI to compel production of library circulation records, Internet use records, and registration information stored in any medium.

Does not require the agent to demonstrate “probable cause,” the existence of specific facts to support the belief that a crime has been committed or that the items sought are evidence of a crime.

Instead, the agent only needs to claim that he believes that the records he wants may be related to an ongoing investigation related to terrorism or intelligence activities, a very low legal standard.

Libraries or librarians served with a search warrant issued under FISA rules may not disclose, under of penalty of law, the existence of the warrant or the fact that records were produced as a result of the warrant.

A patron cannot be told that his or her records were given to the FBI or that he or she is the subject of an FBI investigation.

Section 216: Relating to the Use of Pen Register and Trap and Trace Devices

Extends the telephone monitoring laws (“pen register,” “trap and trace”) to include routing and addressing information for all Internet traffic, including e-mail addresses, IP addresses, and URLs of Web pages.

State law enforcement agencies may apply for and obtain an order under this provision, which is not limited to the investigation of terrorism or foreign intelligence matters.

Federal agents can obtain a nationwide court order for a wiretap from any federal court having jurisdiction over the offense under investigation.

The officers and agents seeking warrants under the pen register statute only need to affirm that the information sought is relevant to a criminal investigation.

Compels a recipient of a monitoring order to provide all necessary cooperation to law enforcement authorities to facilitate installation of the monitoring device, or provide the information to the investigating officer from their own records. The recipient cannot disclose that communications are being monitored.

Libraries that provide access to the Internet and e-mail service to patrons may become the target of a court order requiring the library to cooperate in the monitoring of a user’s electronic communications sent through the library’s computers or network.

Codified in law at 18 U.S.C. §§3121-3127

#4 - If Condoleezza Rice says that there COULD HAVE been "weapons of mass destruction" over yonder, that's good enough for me.

#3 - If Condoleezza Rice also says that the August 6, 2001, "Presidential Daily Briefing" (titled "Bin Laden Determined To Strike in US" and written by the CIA) wasn't detailed enough to make Dubya leave the ranch, that's also good enough for me.

#2 - I don't see why all those people are complaining about "unemployment" -- I haven't needed to work for YEARS.

#1 - I have already spent my tax refund from Dubya's "tax cuts" and won't live long enough to see my grandchildren pay off the resulting national debt.

I fold and tape flyers to doors and windows, so I don't use full-page flyers. If we could get more of these premium flyers into mini-pdf. at two per page it would also save me printing $. A smaller, less text-laden flyer is more apt to get read, too.

No color, no graphics, just do it with big block letters, and be sure to underline the word "real" in the header, and use both italics and underline for the phrases, "It's our number one priority," and "It's not our priority." You're welcome to use color and graphics if you wish, but I think simplicity is the key.

The 2000 Presidential election taught us that every vote counts.

In Wisconsin, the difference between George W. Bush and Al Gore was 5,708 votes in a race of over 2.5 million.

In New Mexico, it was 366.

In Florida, just 537. But during the recount process, the margin was as small as 193.

And in a nation where over 105 million people went to the polls, the margin between the top two candidates was just under 540,000.

Yet, the turnout represented only 51% of all eligible voters in the country. Some were turned away because of civil rights violations. Others were lost in the bureaucracy and red tape of an often confusing and complicated voting process. But more often than not, millions of Americans simply did not exercise their right to vote.

For better or for worse, the 2000 Presidential election shaped the last four years of American history. Undoubtedly, this year's election will shape the next four. This will be the most important election this generation has ever seen. Voter registrations have surged in many states. Supporters on both sides, at home and overseas, are enjoying unprecedented hype in their mission to motivate the voters. Now more than ever, the American people are deeply involved in the political process.

Still, despite everything, there are many excuses for one to stay at home on Election Day. And why not? There are so many things that one can do in the comforts of home that make casting an important decision less important than it should be. Watching television. Listening to the radio. And nowadays, surfing the Internet.

On September 11th, 2001, arguably more Americans flooded the Internet than on any other prior day, in search of information about terrorist attacks in New York, Washington, D.C., and Pennsylvania. In the last two years, Presidential candidate Howard Dean - and now John Kerry and George W. Bush - took advantage of the Internet to mobilize countless supporters to cast their opinion and donate their time, energy and money to the political process. And every single day, a nation wired to the Internet uses the World Wide Web for shopping, news, research and entertainment.

This Election Day, let's help turn the Internet off.

Logoff and Vote is the collective effort of webmasters and bloggers around the Internet with one goal in mind: to use their websites as a tool to persuade the American people to go to the polls and vote.

From October 31st to November 2nd, every member of Logoff and Vote will replace the index pages of their websites (and/or the front page of their blogs) with a black page, containing only a message to voters that their votes are needed on Election Day, as well as relevant links to government resources for further information on how and where to vote. No other page or resource should be accessed by any user during the three-day period. In effect, we will be telling visitors to our sites that the vote of every American is so important, that the simple distraction of using the Internet should not be indulged on Election Day.

If you own a website or a blog, I urge you to join Logoff and Vote, and to tell others to join as well. Make every effort to persuade your visitors to go to the polls on November 2nd.

Because you may be sending that handful of voters that make the difference in this election.

I still think that John Eisenhower's decision to switch parties and whole-heartedly endorse John Kerry was a message that didn't get enough emphasis and was virtually ignored my the media. I think everyone in Ike's generation ought to see these and remember what a real Republican was like.

These are more dramatic at full size than their smaller versions might indicate.

lu season arrives like clockwork each year. But an inattentive Bush administration has put millions of Americans at risk by failing to supply adequate amounts of vaccine, highlighting the hypocrisy of Bush’s claims that he represents average Americans, while demonstrating time and again how out of touch he really is. Ordinary citizens, thousands of whom may die without the flu vaccine, are ignored by an administration obsessed with boosting corporate bottom lines for wealthy donors.

In the Oct. 13 debate, the president blamed the British for the vaccine shortage. But, Chiron, the manufacturer, is an American company, subject to FDA regulation, with a plant in England. In June 2003, the FDA found the plant contaminated with bacteria yet announced “the problems were corrected to their satisfaction,” allowing production to continue. President Bush claimed that “We took the right action and didn’t allow contaminated medicine into our country.” But that was also false. The plant’s license was revoked by the British on October 5 after they inspected it.

While research and deployment of bioterror countermeasures move at a snail’s pace, drug companies recycle massive profits into commercials for pills to improve sexual performance and combat hay fever. Drug companies enjoy some of the highest profit margins of any American industry, paying 40% less in taxes than other companies. Yet, the cost of drugs to Americans has risen at three times the rate of inflation.

When lobbyists for giant pharmaceutical companies pressured Washington to allow them to extend their patents, the Republican Congress — recipients of millions of dollars in donations from the drug companies — readily cooperated. The result was fewer low-cost generic drugs for working men and women and record profits for the pharmaceutical companies. With the campaign in high gear, phony tax breaks and promises abound, but come November 3rd, if the Republicans retain power, the needs of working men and women and their families will tumble right back down to the bottom of the barrel.

It’s possible that in the caves of Tora Bora, Osama Bin Laden is hoping for a Bush win on November 2. After all, who’s done more to advance Al-Qaeda’s cause than George Bush, Dick Cheney and their entire cabinet? While they talk tough, they can’t or won’t see the cold, hard fact that they’ve not only allowed Bin Laden to escape, but created a fertile breeding ground for a new generation of terrorists in Iraq.

The Failure of the Bush Domino Theory in the Middle East.
Democracy can’t be forced on an entire nation at gunpoint. The Bush domino theory of freedom spreading like a virus is a failure—cold war theory applied to a completely different kind of enemy. It’s made the world a more dangerous place—heightening tension, creating new breeding grounds for terrorists, increasing hatred toward the U.S. and isolating us from the world when we most need cooperation and support.

Why Would America Settle for Four More Years of a Failed Policy?
What more evidence of failure do we need than 1,100 American lives lost and $200 billion spent? What progress have we made? Despite the Bush/Cheney spin, Iraq remains a disaster. We toppled Saddam Hussein, but we’re mired in a dead-end war that’s accomplished little else. What will it cost to continue this failed policy for four more years? How many more American lives lost and dollars wasted?

The Promise of John Kerry’s Approach to Foreign Policy and the War on Terror.
Strength and intelligence are not mutually exclusive.
John Kerry’s approach to foreign policy is smart and focused and doesn’t cede power to any other country. It calls for cooperation—a completely realistic expectation when the threat of danger is real. We experienced unprecedented international collaboration in the hunt for Al-Qaeda after the September 11, 2001 attacks. The world joined us in our anger and our sorrow.

It’s Not Us vs. Them. It’s Order vs. Chaos.
Just as a block with neighborhood watch is stronger than a single household at fighting crime, an alliance focused on common goals is more powerful against common enemies. As the leaders of a broad coalition, we increase our capacity to destroy terrorist cells while reducing their ability to finance and carry out attacks. This multi-national approach fosters regional stability, reduces our risk abroad and increases our safety at home.

Domestic Security and Foreign Policy Are Linked.
There are many important issues at stake in this election: health care, jobs, education, the loss of environmental protection, poverty, the greater disparity between the rich and poor. All these things are critically important. But in this post-9/11 world, domestic issues are intertwined with our position in the world, economically and politically. If we don’t distribute the cost of maintaining a safer world, we decrease our economic stability at home and compromise our necessary position of strength in the world. George Bush and those around him are incapable or unwilling to deal with our security head-on. They can’t see how wrong things have gone in Iraq, and so they offer no hope of making things right. They offer platitudes, false hopes and empty promises. But in the real world, they have no way out and no plan to go forward. They’ve made it harder for us to be safe and easier for Bin Laden to recruit.

Two Candidates With Very Different Approaches.
When we vote on November 2nd, we’re not just picking a candidate. We’re choosing the people who will control our country’s direction and our destiny for the next four years and perhaps beyond.

George Bush offers four more years of failure—no record of accomplishment in his first term —no hope for success in a second term.

John Kerry offers a cohesive policy based on international cooperation, shared risk and shared expense. He offers not just the hope that comes with new blood, but the words and actions of a lifetime to back it up.

Content at www.helpkerrywin.com is comprehensive and even has things that only take a couple minutes to do, from home. Please distribute to friends in swing states, especially - every last hour counts and lots of folks want to help but don't have a lot of time. This offers solutions.

Just posted this new ad/flyer on BigPath. The effort here is to keep Halliburton's no-bid contracts and profits (also Bechtel, ChevronTexaco and others) in the news.

Here's the copy:

Halliburton earned $18 billion from no-bid reconstruction contracts in Iraq.
U.S. officials mandated that not a single penny of these profits need to be reinvested in Iraq.
85% of Halliburton’s 2003-04 campaign contributions went to Republicans.

As of Oct. 27, 2004, there were 1,249 coalition deaths in Iraq. 1,109 of those were Americans.
Exactly what did those soldiers die for?


President Bush and Vice President Cheney have invited corporations like Halliburton to help determine the direction of this nation’s domestic and foreign policy. Dick Cheney has refused to release the names of participants in closed-door meetings with corporate executives that may have helped formulate policy that influenced the President’s decision to go to war in Iraq.

Halliburton is the largest beneficiary of Iraq reconstruction profits. According to the Financial Times, Halliburton’s profits in the first quarter of 2004 increased 80% over the same quarter in 2003, reflecting “steep profits from the Iraq operations.” Other companies, like Bechtel, saw a 150% increase in profits and ChevronTexaco, which has a contract to market Iraqi oil saw profits rise by 90%.

Meanwhile, back in Washington D.C., 85% of Halliburton’s $165,949 2003-04 campaign contributions went to Republicans, thus completing the circular money trail that began when Dick Cheney was Halliburton’s CEO and continues unabated through this election cycle. For 2003-04, 83% of ChevronTexaco’s $367,731 went to Republicans and “Lockheed, whose contribution total of $1,397,132 is more than the contributions of the other three corporations combined, gave 59% to Republicans, and Bechtel, 53% of $199,847.”*

We don’t have billion dollar budgets to buy our way into the White House and the Republican Congress, but we do have the power to vote. Let’s stop the Republicans’ lucrative revolving door approach to government that connects corporate boardrooms to congressional chambers and the back rooms of the White House.

On November 2, vote to stop corporate influence on government policy. Vote to restore integrity, credibility and accountability to the political process in America. Vote for John Kerry, John Edwards and a Democratic Congress.
