While underwater , the minsters are expected to sign a document to influence the UN Climate Change Conference in Copenhagen in December. They want carbon emissions significantly cut. World leaders at the summit hope to create a new agreement to replace the 1997 Kyoto Protocol, which expires in 2012.

Global warming isn't just a mildly disconcerting theory to the country's 396,000 residents. Last year President Mohamed Nasheed proposed moving the entire nation in light of the serious threat.
