1. Pay no attention to what is around the edge
Around the edge of the Gulf of Mexico is beaches.

Other than that, you can't screw up. These guys heart is in the right place, just don't know about the feasibility of this.

2. oat straw is incredibly absorbant
and is used in ponds to clean them.

4. It was oil on the edges of the bowl
No question the hay would help as it demonstrated, just commenting on their remarks about the edges and if the oil is reaching the beaches, it will mare them.
