The most devastating line Kerry can use on Bush tonight is:

"This president wants to use tax cuts as an excuse not to keep America safe. He's more concerned with giving the wealthiest Americans, like his friends at Enron, a tax cut while our borders are not secure, our cops are underfunded, our firefighters are underfunded, 95% of the cargo containers entering our cities aren't inspected. This president wants to use a "tax gap" as an excuse not to fund these things. He thinks there should be a price tag placed on America's security. I don't. And as president, I will NEVER use the term "tax gap" as an excuse not to keep our country safe."

I think he should concentrate on talking about his plans rather than criticizing Bush's record.
