1. Almost certainly, even without Ohio.
He'd only need 5 more EV's from Wisconsin, NV, NH, NM, Iowa, or any of the Bush-leaning states we've more or less given up on (like WV, Virginia).

As you can see if you play with the map, if Kerry takes FLA and loses Iowa and Wisconsin, but holds on to the other Gore states, he wins.
