of course, this derives from the original:

you can fool some of the people some of the time
but you can't fool all of the people all of the time

and this leads to my favorite version:

you can fool some of the people some of the time
but you can't fool some of the people some of the time ...

the lines you asked about were:

you can fool some of the people some of the time
but you can't fool some of the people some of the time


Ok ... let's say you have 100 people ... and let's say 20 of them (Group A) can be fooled all of the time ... they are easily deceived ...

and let's say you have another group (Group B) of say, 60 people, who can be fooled some of the time but would not always be fooled ...

and finally, let's say you have a third group (Group C) made up of the remaining 20 people who can never be fooled ...

the statement you asked about refers to Groups A and B in the first line: you can fool some of the people some of the time

and it refers to Group C in the second line: but you can't fool some of the people some of the time

clear enough ??

4. In any case of deception there are always some people
(not necessarily always the same people) who don't buy the crap.

This is in addition to those people who can never (or hardly ever) be fooled.
