Sure, she's impressed us once or twice with her posturing, but her constituency is pretty damned Republican, and she knows it.

12. Parliamentary maneuver?
If memory serves (and it very well may not), only someone who cast a "no" vote on a cloture motion can bring the motion again, or some such obscure rule. So, if cloture is not going to be invoked, the Republicans need someone trustworthy on the "no" side to bring the motion again. And who better than the Catkiller?

19. Voinovich could oppose Bolon but still vote for cloture
That's how Bolton will eventually be confirmed, with many Democrats voting for cloture, and voting against his nomination.

Frist needed to vote against cloture in order to call for another cloture vote.

18. either this was the trade for Owens, or there really is something very bad
about Bolton that's about to come out. Or, hows this, the Republicans never really thought Bolton could pass anyway and they just put him up as a red herring, used him as a bargaining chip behind closed doors to get judges in. They didn't care whether he got in or not. I've always been suspicious of all the Repub talking points about how much the President has riding on this nomination etc., but then I'm suspicious of just about everything this administration and their mouthpieces say.
