The plan, announced by Homeland Security Secretary Michael Chertoff, is part of the government's move to strengthen the US-VISIT program and boost security efforts to prevent another terrorist attack.

Additionally, efforts will be boosted to reduce the demand for illegal border migration by channeling migrants seeking work into regulated legal channels and through the restructuring of the current immigration process to enhance security and improve customer service, by reaching out to state homeland security officials to improve information exchange.

Chertoff did not mention whether the Bush Administration would fulfill a promise, thus far not met,
to increase our border patrol by 2000.In terms of prioritizing, does it make more sense to close our borders to potential Al Qaeda and other terrorists, or to fingerscan Caribbean visitors to the U.S.
Last time I checked, the U.S. doesn't have a problem with Caribbean terrorists. Sort of reminiscent of how the U.S. didn't have a problem with Iraqi members of Al Qaeda, huh?
