"To the extent the Federal government didn't fully do it's job right..." What it REALLY means: Since he doesn't feel that the federal government did anything wrong he's admitting he's responsible for all that went wrong which in his mind is NOTHING.
IMO it's using the psychology of words and their definitions to pacify the sheepeople and get them to accept what he *appears* to say NOT what he is *actually* saying.
Bush is a cold, evil incorrigible LIAR. Whatever he says about anything is a lie. If he speaks he is lying. There is no need to parse his sociopathic utterings. It is a waste of time. Bush has been, is now and will continue to be a LIAR.

Gee- I thought we were already doing that every day after 9-11- he even campaigned on that "fact." He has had 5 years to "find out." Better late than never, I guess.
