illegal - what is the difference? Why is what Kerry done not illegal?

1. I think it's because California has a law
that limits the amount & Arnold went above it. Arnold was raising money to repay the loan, but the judge said he couldn't do that. It's really sad that the press made a huge todo about the Indians using a loophole to give money to the Dem candidate who then returned the money before the election. And nothing was said about Arnold till after the election. Arnold is just brushing it off.

trying to skirt the $200,000 cap on contributions within a certain time frame before the election. In short, he tried something fraudulent, and now has to pay the 3-4 million for it.

Loaning your own campaign money is perfectly legal, provided proper procedures are followed. Out here in Washington State, Senator Maria Cantwell loaned her own campaign close to $10 million, and I think she's still trying to raise the funds to pay herself back (With Senator Clinton's help...) Thank God she beat Skelator (Sen. Slade Gorton {R-Hades}) in a nail-biter (recount city).

2. Didn't Kerry borrow money FOR his campaign?
While Arnold tried to loan money TO his campaign. The prblem is in paying yourself back from funds that are raised later. I believe that Arnold was forced to convert it into a personal contribution, in other words, he had to pay $4M out of pocket that he thought he could get back.
