The bottom line for the ports sell-off is:

Is the threat of terrorism so great that B*sh needs the powers of a Unitary Executive?
(unlimited spying, unlimited detention, kidnap, torture, extrajudicial killing).

If the answer is yes, then selling the ports to a country with known links to terrorism is a NO-NO.

However, if the threat of terrorism has been overblown and isn't that great, then there's no need for B*sh to have the extrajudicial powers of Unitary Executive and
ergo the UAE port deal can go ahead.

Sound logical?

On edit: B*sh shouldn't have the UE powers either but having the powers and selling the ports is like having his cake and eating it.
