5. Why is Delay doing all this PR?
I thought the reason he dropped out was to save his party from more embarrassment?

There's no chance he'll be able to put a happy face on his situation. It's a lose lose, so obviously I'll encourage him to stay in the news as much as possible until November.

He resigns to take the focus off his troubles and goes to cable TV to...talk about how he's out of the picture, now.

Texans are going to be asked to trust Delay word that he isn'tanyone important in the party and that republicans will win with a candidate Delay can't name. Their heads are going to explode.
