So...if that was the case (that the banner just happened to be there and had nothing to do with the President's photo op) any thinking person or group of people would have taken it down, or covered it up, knowing that the invasion would cause war for eons.
They certainly wouldn't have wanted the President to appear to be saying that the mission in Iraq was accomplished. Certainly not....
It would be a thinking group of people who would climb and cover, and we know now that they obviously are not a thinking group because the banner remained, making the Prez look like a ridiculous nutcake.
