Bush puts US military forces under the control of foreign leader
"In terms of our troop presence there, that decision will be made by Gen. Casey, as well as the sovereign government of iraq, based upon conditions on the ground," President Bush said.

That is the direct quote in its entirety. Short and not complicated but lets look at the two main features of it.

First, Bush is abdicating his role as Commander-in-chief. Some people say ;-) that that is not only the President's primary Constitutionally mandated function but his ONLY Constitutionally mandated function.

Second, Bush is clearly stating here that the Iraqis have control over US forces. We have been warned for decades of the danger of this. We have seen the rightwing have hisseyfits at the mere mention (by them no less) of this possibly happening. The hypocrisy is palpable.
