Will Bush try to use a "Signing Statement" to kill the new Minimum Wage Bill
It looks like the House and Senate will have the new Minimum Wage Bill in about two weeks with a small tax break for small companies. IMHO Bush will sign it BUT I am thinking that he will attach a "Signing Statement" directing Dept of Labor and Justice not to enforce it. Without promoting it and enforcing it companies could just go along paying the old rate and not care.
5. The minimum wage bill is too high profile for that to work
Signing statements like that work on issues where the public doesn't notice that they aren't being enforced. They WILL notice if if the minimum wage law isn't enforced.
8. This isn't the type of law for which a signing statement would be effective
If the law passes Congress and is not enforced, the citizens for whom the law was passed can sue the Department of Labor with a writ of mandamus to enforce the Department to enforce the laws that are enacted.
