DISPLAYING ABSTRACT - Tornado that destroyed Greensburg, Kansas, highlights warnings from governors that their state National Guards are ill-prepared for local disasters because of large deployments of solders and equipment in Iraq and Afghanistan; for nearly two days after tornado struck, there were not nearly enough heavy machinery or National Guard troops necessary; it was not until three days later that significant numbers of military vehicles began to arrive, many streaming in long caravan from Wichita, about 100 miles away; Gov Kathleen Sebelius's comments about slow response prompted debate with White House which initially blamed her for failing to request equipment; debate was reminiscent of Bush administration's skirmishes with Louisiana Gov Kathleen Babineaux Blanco after Hurricane Katrina; after angry flurry of words, both sides backed down; Sebelius says she has enough equipment and personnel to deal with problem, while White House acknowledges that her initial request was properly made; Federal Emergency Management Agency, which was harshly criticized for its response after Hurricane Katrina, appears to have acted more quickly in Greensburg; complaints from governors about shortages of troops in other states discussed
