What distinguishes Dr. Casscells' expertise in avian flu from that of others is that Dr. Casscells has been interested in the possibility that avian flu could be used as a bioweapon.

Dr. Casscells established the President Bush Center for Cardiovascular Health at UT-Houston Medical School, this picture shows him with former President G.W.H. Bush.
The UT website that discusses his work on "weaponized" flu shows a picture of Dr. Casscells with Defense Secretary Donald Rumsfeld.
Dr. Casscells served as Bush-Cheney Advisor on Health in the transition team, the only practicing physician. In that capacity and as the only person representing clinicians and researchers he submitted about 75 names for 25 health positions in the administration, nearly half of his selections from Houston.
Dr. Casscells was appointed to President Bush's Healthcare Advisory Committee in 2001.
Dr. Casscells was President George W. Bush's personal physician in 2005 according to the Thailand Public Relations Department and the Bangkok Post , also reproduced in a World Health Organization website.
