Remember when Homeland Security bought a plane for the Governor of Alaska instead of beefing up security in NYC because NYC doesn't have any landmarks?

They got hundreds of thousands of dollars from Homeland Security, and a bombing there would be urban renewal!!!

...most of my neighbors would pick up the debris and build something out of it-a barn, retaining wall, still, etc. If it was a dud, they'd blow it themselves to clear the land.

Being dirt poor creates a lot of ingenuity.
