3. Not even close. Brown, of course.
I've never considered Brown an outsider.

I lived in CA during his tenures on the Los Angeles Community College Board of Trustees, as California Secretary of State, as Governor of California , as chair of the California Democratic Party, and as the Mayor of Oakland. I've voted for him a few times already. :D
