I just watched the clip and that's exactly what he said read the whole section of the transcript and his meaning was twisted. My apologies for falling for the old ruse.

12. Yes, he's been talking about that for years.
I remember him saying the same sorts of things for a long time now, that developing green, clean energy technologies would be good for the planet and good for the economy... and I absolutely agree with him on that. So do the _Union of Concerned Scientists_ and the _Apollo Alliance_.

I will give Bill Clinton his due, of course, but I still think Barack's a much better choice than Hillary this time 'round. His ideas and policies are at least as good and often better -- and he provides the inspiring, motivating, unifying leadership that we so desperately need both at home and in the world.

3. I think the old boy's choosing his words very poorly
these days and needs to realize who's running for office and step back and take a rest. He'll be needed at the convention, and if he's choosing his words this poorly then, we're in trouble.

This is a blatant example of media bias and I'm very upset by it. Read the article for yourself here:
