9. The question is how will he /enforce/ the mandates

In other words, if a parent refuses to get his or her child health insurance, what will Obama do then? I ask this, because Obama supporters are angry about the fact that Clinton will garnish wages to enforce her mandate, yet they don't seem to know their own candidate will do to enforce his mandate on children.

you don't mean that they will suddenly be given health insurance free of charge. Obviously it will be the job of the parent to enrol them in a plan. So what happens if a parent refuses? Will they go to prison? Will they pay a fine? What will happen?

But Obama is talking out of two sides of his mouth for sure. In the debate this week he was asked about the alleged lack of mandated purchase in his plan. Wouldn't people just wait until they need something to sign up? Obama's answer was that it was not mandatory, but everyone would voluntarily sign up. Then he characterized those who don't sign up until they have pressing need as 'gaming the system' and said they might be fined or forced to pay back premiums. So he is saying it is voluntary, but if you don't volunteer you are 'gaming the system' and will be punished. That is not voluntary, that is in fact a mandate. Just a mandate with a delay feature. Fines, back premiums and 'gaming the system' for those who don't 'volunteer'? Yet it is voluntary? Voluntray like income tax, which one can also pay late with fines and such.

It will start when the child is born; free if necessary according to income. It can be done like vaccinations, where children will not be permitted into daycare or public schools without proving coverage.
