Lugar-Obama Initiative
I probably don't pay as close attention to the primaries as most of the people here. But from what I have watched, I've rarely heard mention of the Lugar-Obama Initiative either by the Obama campaign or its surrogates. Any thoughts as to why? Saving it for the general election? It's a substantive piece of foreign policy legislation that impresses me with Obama just as much as his Iraq war opposition.

1. You're starting to hear about it more and more. It was in Obama's most recent ad running in Texas.
