So far, Bush's loyalties outweigh VP's liabilities

WASHINGTON -- As John Kerry mulls his vice-presidential choice, there are, at least, five obvious factors to be weighed:

* Would the nominee help the Democrats win a hotly contested state?

* Can the second banana deliver a rousing partisan stump speech guaranteed to excite the party faithful?

* Is there anything in his (or her) background that would serve as a lightning rod for Republican attacks?
