Didn't Bush opposed Homeland Security Director as Cabinet post?
And didn't Bush flip-flop on this, too? After it would not fly with the 9-11 family members and the American people?

The 9-11 Commission felt that the National Director of Intelligence needed the clout that comes with a Cabinet position to to able to deal effectively with the 14 intelligence agencies.

Making the NDI a cabinet member also makes the President more directly responsible for intelligence failures--perhaps a responsbility that President bush is also unwilling to accept.
