Cheney cut defense

When Cheney was Secretary of Defense, didn't he make major cuts to the military? Why isn't this being reported?

the horrific defense cuts that Kerry voted for? He was voting FOR CHENEY'S DEFENSE BUDGET. Scummy, huh, to slam Kerry for voting with the republican president's cuts in order for cheney to win another term?
