Pledging to "fight a smarter, more effective war on terror," Democratic presidential candidate John Kerry told a group of the nation's military veterans in Cincinnati today that the United States must begin shifting more of the burdens of the war in Iraq -- economic and physical -- to America's allies and end the "back-door draft" being used to keep U.S. troops abroad.
In a speech to the Veterans of Foreign Wars annual convention at the Cinergy downtown, Kerry also took issue with the plan President Bush announced earlier this week to recall as many as 70,000 troops from Cold War-era bases in Europe and Asia, warning that Bush's proposal could impair the nation's security, particularly in the war against terror.
"The president's vaguely stated plan does not strengthen our hand in the war against terror," Kerry told the veterans group. "And it in no way relieves the strain on our overextended military personnel. This hastily announced plan raises more doubts about our intentions and our commitments than it provides real answers."
