any federal agency may have a majority number of commissioners who are of the president's political party. This is usual, not unusual. So, of course, here, in the Federal Elections Commission (FEC), it's 3 Republicans and 2 Democrats. Again, this is typical.

However, that is NOT to say that all are fair-minded people, unbiased and not prejudicial. On the contrary, for GWBush's administration is known for and is a mindfield of political hacks. . . e.g., take a look at the Federal Communications Commission (FCC) which is a hack job of rightwingers in the majority.
