That would be Attorney General Jerry Kilgore.
I heard that the Nader people would be filing suit saying that they did what they were told and that the signatures shouldn't have been rejected but this still stinks to high heaven.

RICHMOND - State elections leaders said Monday that they will accept petitions filed by Ralph Nader’s presidential campaign, reversing a decision made last week that would have kept the consumer advocate off of the Virginia ballot in November.
A representative of Attorney General Jerry W. Kilgore initially backed election officials’ decision. However, Kilgore’s office announced on Saturday that it would reconsider the legal advice.
Kilgore, a Republican, is chairman of the state re-election campaign organization for President Bush.
On Monday, Kilgore’s office sent Jean R. Jensen , secretary of the Board of Elections, a five-page memo advising her to accept the Nader petitions. The letter said the requirement that petitions be grouped by congressional district is unenforceable because it has never been adopted formally by the three-person board that oversees the agency.
