The pattern is: Bush lets others do his fighting for him, then when called to take responsibility for something he hides.

Letting others do his fighting: hiding in national guard, using surrogates to smear his opponents

Hiding from responsibility: denying any connection to smear attacks, blaming crew for hanging "Mission Accomplished" banner, blaming CIA for intelligence failures, this list could continue forever.

Cleland's event today nicely illustrated both.
