Right below it there is the heading "Only On Fox" for other news stories that they only have, but the title is fitting for that ad, only on Fox would an ad like that be "conveniently" placed next to the Cleland story.

Ads rotate all the time and are often dependent on your geographic location deduced from cookies or ISP address. What ad? Are you talking about the Dodge Ram ad showing there when I looked?
