It was a mainstay of Jim Crow segregation: for 100 years after the Civil War, Southern white Democrats kept eligible blacks from voting with poll taxes, literacy tests and property requirements. Starting in the 1960s, the U.S. Supreme Court declared these assaults on the heart of American democracy unconstitutional.

Now, with the help of a 2008 Supreme Court decision, Crawford vs. Marion County (Indiana) Election Board, white Republicans in some areas will keep eligible blacks from voting by requiring driver's licenses. Not only is this new-fangled discrimination constitutional, it's spreading.

GOP proponents of the move say they are merely trying to reduce voter fraud. But while occasional efforts to stuff ballot boxes through phony absentee voting still surface, the incidence of individual vote fraud—voting when you aren't eligible—is virtually non-existent, as "The Truth About Vote Fraud," a study by the Brennan Center for Justice at New York University, clearly shows. In other words, the problem Republicans claim they want to combat with increased ID requirements doesn't exist. Meanwhile, those ID hurdles facing individuals do nothing to stop the organized insiders who still try to game the system.

The motive here is political, not racial. Republicans aren't bigots like the Jim Crow segregationists. But they know that increased turnout in poor, black neighborhoods is good for Democrats. In that sense, the effort to suppress voting still amounts to the practical equivalent of racism.

In Crawford, the court upheld an Indiana law essentially requiring a passport or driver's license in order to vote. But more than two thirds of Indiana adults have no passports and nearly 15 percent have no driver's licenses. These eligible voters, disproportionately African-American, will need to take a bus or catch a ride from a friend down to the motor vehicles bureau to make sure they obtain a nondriver photo ID. Otherwise, they cannot vote in Indiana this year.

To get an idea of how many African-Americans nationwide lack driver's licenses, recall Hurricane Katrina in 2005, when thousands were stranded without transportation. "Crawford Republicans" could make the old "Jim Crow Democrats" look like pikers when it comes to voter suppression.

60. This is what is called CAGING, ...
Greg Palast has been warning us that the GOP will be doing this.

What is caging?

It's when a Party or Organization (i.e. GOP) send out postcards
asking the voter to verify that they exist. The cards have DO NOT
FORWARD
, so that if the voter moves, it won't follow the voter.

Instead it is returned to the originating source (i.e. GOP Address)
and the Party or Organization use this information to question
any voter that appears at the polls using the address. The voter
is this issued a provisional ballot, where the odds of not counting
the voters ballot increases.

Because of HAVA (Help America Vote Act), this is now legal if the
government does it. So ROV's all over the country are issuing postcards
inviting voters to become permanent Vote-By-Mail-Voters with the same
DO NOT FORWARD request. When the postcards are returned to the
ROV, the either deletes the voter from the rolls, or places the voter
as an INACTIVE voter. An INACTIVE voter no longer receives voter info
like sample ballots or which precinct to vote.

Wait until Nov 5th. You'll hear reports from all over the country,
how voters who have been living in the same house and voting at the
same location for the past 30-40 years, not allowed to vote.

Sadly, I expect a LOT more of this. That is why it is so important for each and every one of us (who can afford to) to take off work on election day and work at a poll. Either get an official poll-watcher's certificate (every campaign is allotted a certain number at EACH poll), or just hand out literature and keep your eyes open. I have done this for years and have actually stopped some of this illegal bullshit.

So the only thing that can be done now is to help people get picture ids,
but that will only be a partial success.

Are there states that are requiring driver's licenses?
That is not supported by the Supreme Court ruling.

96. My remark was in regard to the drivers lic. requirement.
Perhaps a photo id will do? However if this is the case, as you note, we must not stop at registration, we have to encourage voters to get a picture ID as well.

And what you say is exactly correct. It's no longer enough just to register voters. At a bare minimum we should be publicizing the requirement and giving people the information they need in order to get into compliance.

In any state that requires an ID, we need to form carpools to drive people who are eligible to vote to the DMV to get their IDs, and we need to help them with any required paperwork, obtaining birth certificates, etc.

My youngest son is vision impaired; he will never drive. I took him to get an NC non-driver photo
ID at the DMV. Anyone with impairments who will never drive is in the same boat.

This needs to be challenged--maybe the ACLU can get involved?

About a month ago, the Obama campaign sent out a request for volunteer attorneys to help out with elections issues in every state.

I did a quick look, found the article describing the program but was unable to find anything that looked like contact information.

Maybe if someone could get a good contact, then we could forward news articles like this to the attorney(s) who'll be helping out in that state.

They did try - and lost. It does not matter how many lawyers you have when the court is stacked. To get around it we either need to:

1 - Pass new laws or a Constitutional Amendment to ban this kind of discrimination.
2 - Impeach one or more Justices or wait for them to retire and replace them with new Justices that respect voting rights.

be automatically registered to vote, anywhere, anytime. This is something we need to pressure the Obama administration on. It is unconstitutional to supress our votes and giving this power to some county clerk who is suppose to non-partisan is ridiculous in this day and age.

Somehow, someway, there has to be a system in this country where all 18 y/o citizens are automatically registered to vote.

We have a little something up here in Canada called 'Elections Canada', a non-partisan arm of the federal government whose sole function is to organize and maintain voter lists and train officials (DROs-Deputy Returning Officers) to run elections right down to individual poll level. And when I say 'non-partisan' you better believe it! You can be a DRO but there's still any number of assisting poll workers who can report you on a moments notice for even the slightest whiff of impropriety or bias. The system works...no party officials allowed!!! Stand up, America, and demand the same: a single authoritative non-partisan body to run your elections (and make it paper ballot only...Elections Canada has no intentions of switching to any gimmicky machines!!). Yell loud like a Hoser and demand change, eh?

embbed a GPS and RFID inside every human being born in America. The chip is updated with any information that is required to monitor you. You can program your party preference and vote from your phone. All you need do is go by your polling place and your vote will be recorded. The GPS will identify your residency.

This could also be used for airport security. Anyone identified as a security risk would have their chip programmed and be restricted from high-risk areas. If they are truly dangerous, the government will be able to send a signal that will terminate their heart-beat.

Make it legal for everyone to vote somewhere in federal elections, to register, if needed, where voting.
