Hey NYC protestors! NYC recieves HUD $$$ so the mayor signed....

...the sf-424 agreement for federal dollars which includes a certification refering to "Excessive Force". What's that mean?

"it will require units of general local government to certify that they are adapting and enforcing laws to prohibit the use of excessive force against nonviolent civil rights demonstrations, and they will enforce laws against barring entrance and exit from facilities that are the targets of nonviolent civil rights demonstrations in their jurisdiction"

So was this a problem?

If so then slam the city upside it's Republican civil rights supressing head.


ON EDIT: What this means is that the city is under an obligation that I've rarely seen mentioned and it's a direct contractual obligation at that.

2. Most municipalities ignore this...
As part of the "bureaucratic fine print" in HUD's CDBG and HOME Grant Agreements (I spent five years in Wilmington's Community Development Division writing the Consolidated Plan One-Year Action Plan submitted to HUD).

HOWEVER, it IS taken seriously by HUD officials at the state level--not sure about at the Federal level these days:eyes:--and they WILL issue a Finding against the participating jurisdiction if it ANY of the "Certifications" in the SF-424 form are violated--including this one.

Given the week's New York protest events thusfar, I'm glad you noted this one!:thumbsup:
