3. "Republicans for Environmental Protection"
Seriously. A real group that really cares about the environment.

http://www.repamerica.org/

Alas, they have virtually no influence within the modern GOP, but perhaps your friend will find their arguments more persuasive than those of groups associated more with Democrats (e.g., Sierra Club, etc).

4. Here are some links:
I don't know if they are neutral enough but here they are:

http://www.nrdc.org/bushrecord/

http://www.environment2004.org/

http://www.truthout.org/docs_04/printer_072104Y.shtml

(same article as above but different website)http://www.ntimc.org/newswire.php?story_id=998&condense_comments=false

Try a search for the Union of Concerned Scientists, too.

That's a start.

5. Sierra Club
http://www.sierraclub.org/

Their whole last issue of their magazine was devoted to what damage the Bush administration and the GOP interests have done to the environment in the short three and a half years they have been in power.

6. I got my issue and
could only read a few pages before being sick to my stomach with anger! I don't know if I'll ever get to read the whole thing - not without crying anyway.

Although it hasn't been updated since December, there's an archive of 3 years worth of Bush's environmental disasters.
