WASHINGTON, Sept. 1 /U.S. Newswire/ -- Following is a release of Kerry-Edwards 2004:

On the same day that George W. Bush's Secretary of Labor, Elaine Chao, told reporters that outsourcing creates jobs here in the U.S., Bush travels to Ohio to claim that his economic policies have created jobs. The people of Ohio know the truth as one in every five job lost in this country over the past four years have been lost in Ohio. He has failed to create economic growth with a jobs record that pales compared to the job growth and economic expansion the people of Ohio experience in the 1990s.

Kerry spokesman Phil Singer said: "How can George Bush talk about an ownership society when he refuses to own up to his record? On every single issue that he spoke about today, George Bush's record is the opposite of what he said. He hasn't created a single new job, 5 million more people have lost health insurance and family incomes have dropped three years in a row. The only job George Bush is getting done is the one he's doing on this country. George Bush's miscalculations have already cost this country too much and we can't afford another four years."

THEY JUST DON'T GET IT:

"Chao: Outsourcing Creates Jobs in U.S." Today, Secretary of Labor Elaine Chao spoke of the benefits of outsourcing. "People talk about (outsourcing) a lot," Chao said in an interview after appearing before Missouri delegates at the Republican convention. "The anxiety belies the numbers." ... While the movement of U.S. jobs to other countries has caused great public concern, Chao said, "I'm trying to get out the facts" without sounding "callous." (AP, 9/1/2004)

Yet, Outsourcing Has Grown While Insourcing Has Collapsed. Between 2001 and 2003 foreign investment in the United States from $144 billion to $72 billion - a 50 percent drop. At the same time, America was investing more abroad: rising from $104 billion in 2001 to $136 billion in 2003. As a result, America when from a net inflow of $40 billion of foreign direct investment in 2001 to a net deficit of $64 billion in 2003. (BEA)

The Bush Administration Has Defended Tax Breaks For Companies That Ship Jobs Overseas And Called Efforts To Reduce Them "Stupid." Commerce Undersecretary Grant Aldonas said that Kerry's proposal to end tax breaks for companies that shift jobs overseas: "It's a tax system that's calculated to drive manufacturers offshore, rather than to keep (them) here... It's the single stupidest idea since the Smoot-Hawley tariffs in terms of penalizing our manufacturing sector." (National Journal's Congress Daily, 4/13/04)

A FAILED JOBS RECORD IN OHIO:

230,000 Lost Jobs Since Bush Took Office. Since George Bush took office, Ohio has lost 230,000 jobs, one in five of the jobs lost in the United States. At the current rate of job creation, Ohio will not see it's first net new job until mid-2011. (Bureau of Labor Statistics)

496,000 Jobs Short of George Bush's Prediction. Annual projections in the 2002 Economic Report of the President implied that over 6 million new jobs would be created between January 2001 and July 2004. Instead, we have lost more than 1 million jobs. For the state of Ohio, this means they are 496,000 jobs short of what Bush predicted. Average Wages for Growing Industries Pay $11,869 Less than in Contracting Industries. In Ohio, average wages in industries that are growing pay $11,869 less than in industries that are contracting. (EPI, "Average Wages in Growing and Contracting Industries, End of Recession Through November 2003)

A RECORD OF FAILED GROWTH:

Ohio Created 414,400 Jobs By This Point in Clinton's Term. From January 1993 until July 1996, Ohio created 414,400 new jobs. That is 644,000 more jobs than Bush has created. (Bureau of Labor Statistics)
