Could someone please give me the definitive answer to this claim. I have heard that the bill was changed or something. Inform me please.

1. He voted for a version...
that would've paid for the $87 billion by removing some of *'s tax giveaways to the rich. when that failed he voted against the version that had no way to pay for it.

2. He voted for the bill when it was funded
when they decided to just borrow the money instead, he voted against it.

What they don't tell you is that the REPUBLICANS voted against it at first, then voted FOR it.

3. Start with this question...
Why would he have to vote twice? If it's such an obvious vote to support, why did it take two separate votes?

The question was how to pay for it. The president threatened to veto it if any of his tax cuts were rolled back or if the funding wasn't broken down the way he wanted. Kerry voted for the bill that was paid for, but it was voted down 57-42 by Republicans who fell in line and voted against it. The second bill was basically just added to our growing debt, Kerry put forth a protest vote and it passed 87-12. Eventaully, a bill was going to be passed one way or the other, it was just going to be haggling over how to pay for it.

So the Republicans voted against it before they voted for it, and Kerry was vice versa.
